Update COVID-19

Please find below some important and urgent information in relation to the effect of Coronavirus and how it is impacting on the delivery of the Licensing Service.

These temporary changes have been made to help minimise the risk and spread of the virus and to keep our staff and our customers safe.  Please be assured that we are working to deliver our services but in some circumstances we have had no choice but to temporarily suspend some parts of the service.  These are shown below.

Our priority is to ensure that existing licence holders and businesses can continue to operate, where possible.  We will continue to monitor this difficult situation and this webpage will be kept up to date with all changes, including when normal service will resume.

On 12th May 2020 the Government issued safer transport guidance for operators and safer travel guidance for passengers in relation to taxis and private hire vehicles. The guidance is available here.  It is important that you review and implement these guidance documents if you are operating a taxi or private hire vehicle business, or are a self-employed driver. Please also see a letter from the Department for Transport at the foot of this section.

In response to requests from the trade, the Council will permit, as a temporary measure, the installation of a protective screen within vehicles. Further details can be found in the section below.

Staffing and Telephones

The service is experiencing reduced staffing levels with officers working from home as advised by the Government. This will unfortunately impact on the services we can offer. It is easier for us to manage the high demand for our services if queries are submitted by email: taxi.licensing@northtyneside.gov.uk

Licensing Office

From Monday 30th March 2020 there will be no access to the Taxi Licensing Office for any purposes.

Drivers, vehicle proprietors and operators wishing to renew their licence should no longer visit the Licensing Office to do so.  Instead, in the short term only, applications and scanned documents or photographs e-mailed to us will be accepted. If you have no access to a computer please post in your application along with copies of any required documents.

Instructions on how to renew each type of licence are below.

Driver Licence Renewals

You should complete the renewal form in the normal way making sure you answer all questions and that you sign and date it.  Then either scan or photograph it along with any required documents (such as your DVLA driving licence, DBS documents if required, medical if required), the DVLA Share Code and email it to taxi.licensing@northtyneside.gov.uk    In the short term we are able to accept copies of identification documents for the DBS and we do not need to see the originals.  Should you be unable to produce any required documentation with your application please highlight this on your application or in your e-mail to us.  Please remember to include a contact telephone number so that a member of the Licensing Team can contact you to take payment by debit/credit card over the telephone. 

If you have difficulty in getting an appointment with a G.P. to complete your medical contact the Licensing Office by e-mail without delay for further advice, however, you will still be able to submit your renewal application.

If your application is complete and all is in order you will receive your new licence by e-mail once the records have been updated.  Your new I.D. badges will be posted to you.  If your application is incomplete for any reason then we will issue you an authorisation letter to enable you to continue to drive.

If you are unable to submit your application for any reason please contact the licensing office to discuss.

Please note that until further guidance is released it remains your responsibility to renew your driver’s licence as detailed above.

Vehicle Licence Renewals

Proprietors wishing to renew their hackney carriage/private hire vehicle licence should no longer visit the licensing office to hand in the paperwork.  Instead you should complete the renewal form in the normal way and then email it to taxi.licensing@northtyneside.gov.uk along with a copy of your insurance and V5 document.  Should you be unable to produce any required documentation with your application highlight this on your application or in your e-mail to us. Please remember to include a contact telephone number so that a member of the Licensing Team can contact you to take payment by debit/credit card over the telephone.  If your application is complete, all is in order and your vehicle has passed its test you will receive your new licence by e-mail.  If your application is incomplete for any reason then we will issue you an authorisation letter to enable you to continue to operate.

If you are unable to submit your application for any reason please contact the Licensing Office to discuss.

Replacement Vehicles

If you wish to replace your vehicle print off the vehicle application form from this website and complete it in full and then email it to taxi.licensing@northtyneside.gov.uk along with a copy of your insurance and V5 document or bill of sale.  Should you be unable to produce any required documentation with your application highlight this on your application or in your e-mail to us. Please remember to include a contact telephone number so that a member of the Licensing Team can contact you to take payment by debit/credit card over the telephone.  If your application is complete, all is in order and your vehicle has passed its test you will be given an appointment to collect your new plate and disc from the Licensing Office. You will receive your new licence by e-mail.

Vehicle Test

At present the Authority’s test station at Killingworth remains open.  If this changes we will let you know and what alternative arrangements have been put in place.  Until then make an appointment to have your vehicle tested in the usual way by either e-mailing the Licensing Office or by telephone on the usual number 0191 6432165.  Present your vehicle for test as normal.

Once your vehicle has passed its test and all other aspects of your application are in order your new licence will be emailed to you when the records have been updated.  You will be able to collect your new licence plate and disc from the Licensing Office at a later date.  If you have any queries regarding any of the above please contact the Licensing Office by email to taxi.licensing@northtyneside.gov.uk    Please note that it remains your responsibility to renew your vehicle licence as detailed above.  We will contact you as soon as the situation changes in any respect.

Operators

Operators wishing to renew their licence should complete, sign and date the renewal form then scan or photograph it along with any required documents and email it to the Licensing Office.  If you are unable to produce any required documentation please highlight this on your application or in your email to us.  Please remember to include a contact telephone number so that a member of the Licensing Team can contact you to take payment by debit/credit card over the telephone.  If your application is complete and all is in order your new licence and display licence will be emailed to you.  If your application is incomplete for any reason we will issue you with an authorisation letter to enable you to continue to operate. If you are unable to submit your application for any reason please contact the Licensing Office.

Interim Tests

Interim tests are being carried out as normal.

Knowledge/Locality Tests 

These tests have been cancelled until further notice.

Protective screens

In response to requests from the trade the Council will permit, as a temporary measure, the installation of a protective screen within vehicles. However, there is a specific process that must be followed before installation, please see the document below for further information.

Public registers

We are required by law to maintain a register of hackney carriage proprietors and part proprietors and private hire drivers, and to make these available to the public for inspection at any reasonable time.

You can inspect the registers between 9.30am and 4pm, Monday to Friday. There is no charge for this service.
