North Tyneside Council is asking whether it should continue to be difficult for pubs, bars, restaurants and clubs to gain licences in parts of Whitley Bay and Tynemouth.
A Cumulative Impact Area has been in operation in both locations since 2014, which means there is a presumption against granting a new licence or changing an existing one.
Due to new requirements by central government, the two areas are being reviewed and a Cumulative Impact Assessment (CIA) that sets out the evidential basis for them has been developed.
The CIA will be considered by the Council in November 2018 following public consultation on the document. Consultation is being carried out by the licensing service which is delivered for the local authority by its partner Capita.
A Cumulative Impact Area creates presumption against granting a new licence or certificate variation for alcohol-led premises in the cumulative impact area.
If representations against the application are received, it will normally be refused unless the applicant can demonstrate they will not be adding to the cumulative impact of licenses premises in the area.
A Cumulative Impact Area was introduced for Whitley Bay on January 23 2014 and applies to an area bordered by Promenade, Park Avenue, Marden Road, Station Road, Whitley Road and Percy Road.
A Cumulative Impact Area was introduced for Tynemouth on July 24 2014 and applies to an area bordered by Promenade, Park Avenue, Marden Road, Station Road, Whitley Road and Percy Road.
Consultation on the CIA will run from Monday, July 9 to 5pm Friday, August 31 2018.
