Stopping the start: The Governments new plan to create a smoke-free generation

The Prime Minister announced  his plan to create a ‘smoke-free generation’ by ending cigarette sales to children aged 14 and under. This announcement was accompanied by the publication of the command paper ‘Stopping the start: our new plan to create a smoke-free generation’.

As part of this announcement we committed to launching a public consultation on smoking and vaping measures. We can now confirm that the consultation launched today and is now live. The consultation asks for views on 3 areas, in accordance with the command paper:

  • Creating a smoke-free generation: the consultation gathers views on the smoke-free generation policy and its scope to inform future legislation.
  • Tackling youth vaping: the consultation gathers views on several options to ensure we take the most appropriate action to tackle youth vaping. The proposals in the consultation include restricting vape flavours, regulating point of sale displays of vapes, regulating packaging and presentation of vapes, and considering restricting the sale of disposable vapes. In addition, the consultation gathers views on the implementation of a new duty on vapes.  
  • Enforcement: the consultation asks about introducing new powers for local authorities to issue on-the-spot fines (Fixed Penalty Notices) to enforce age of sale legislation of tobacco products and vapes.
